Yes, this is real and you can install it right now in the app store. It was made by X-Legend, who made a whole bunch of other TW mobile games.

I found myself being able to learn the game even without knowing the language. You can take a screenshot in-game, go to Google Translate app, click the camera icon and then at the bottom select your screenshot. You are able to now translate the game, but you might end up taking too many unecessary screenshots.
